Operator sign in

This console can pause and roll back code on every installed device. Only admin and operator accounts may sign in.

Two-factor authentication is set up under Security. Set ADMIN_REQUIRE_MFA=true to make it mandatory for privileged accounts — see docs/SECURITY.md.
